Let's all keep in mind that this expansion won't be out for at least a year and a half, and we have no idea how any of this will actually be implemented. Or IF it will be implemented.

Honestly, while there is a benefit to having an overarching TRI guild, it isn't a loss to not be in it compared to what we have now. You lose nothing. So I don't see a point, really.

Guild advancement is based on the performance of the top 20 producers within the guild. If you have a small guild of 20 (or less), then every person's contributions will count.

Keep in mind, this is a great way to not penalize large guilds for having a lot of members and it's also a great way for small guilds to not feel as if they need to mass recruit to keep up with the larger guilds both.

It seems to me like the best way to solve the problem is to have the raiding organization be like how arena teams are set up. That way you have a "social/RP/extra bank slots" guild and a "raiding" guild, so to speak. You could even make the raid charter cost some amount of gold if you wanted to.

This is pretty much what I was thinking, but I would add a Raid Banner as an in game object. The charter would handle raid membership, and would allow Raiding Guilds to take non-guilded members into the achievement system, and allow various raiding alliances.
Raid leadership exchanges without the built in structure of guilds could be handled with the Banners. Only the charter purchaser can buy/get them, and they are BoP to anyone who is traded one, and are destroyed if you are removed from the Charter. A banner must be present in the instance to have a raidID associated with the charter.
With the current system, it seems to tie Guild, GM and Officers to all raiding (am I wrong about this?). The Charters would allow a separation of A/B Teams, 10's, 25's, and alt runs. Banners would be fun, and would allow leadership positions to be more flexible and numerous than guild leaders and officers.
Hmnn. Perhaps this is unduly complex. Mostly I like the idea of a customized banner for TRI!

As an armchair designer, here's my idea:
Group-Raid Banner: You design this, and even get a tabard(as flags are too big)!
Doing this will change your Raid-Tabard to the Group-Raid color for 2 weeks during one of the 'official-member's lockout periods. So, if you go to Ulduar with Tarquin 'n Company, you get to have that raid banner. This allows you to be affected by group-raid things, such as raid-rez or raid-repair. Lasts 2 weeks after any lockout made *by an official member*.
The Raid-Group gets different benefits from a guild-based raid: Essentially, all the same raid-based stuff, but for non-raid based things(pets, mounts), nothing. These are guild-only things.
This way, group-raids can happen, but guilding and guild-leveling is still encouraged.
